I’m Harold Rowe, I have been an appraiser of 19th & 20th century fine art since 1973.

My fine art appraisals are based on the artwork’s authenticity, condition, importance of the artist, and the significance of the work to the artist’s oeuvre. As an appraiser, I follow all laws, statutes, regulations, and guidelines as set forth in the Uniform Standards Professional Appraisal Practice when preparing written appraisals. In addition, I adhere to the guidelines published by The Appraisers Foundation, the Code of Ethics of the American Society of Appraisers, and the American Appraiser Association. I am aware of rules and regulations as stated in IRS publication 561.
